If you own a legitimate copy of PES 2016 on DVD or purchased it via a digital store like Steam (before it was delisted), the safest source is your original installation media. Copy the settings.exe file directly from the Program Files (x86)\Steam\steamapps\common\Pro Evolution Soccer 2016\ folder on a friend’s legitimate installation.
