Double-check your folder path. The images must be placed in Clone Hero/Custom/Highways/ . If they are buried inside an extra subfolder inside the Highways directory, the game will not read them.
Open your Clone Hero installation directory. Look for a folder named Custom . Inside it, you will see several subfolders, including Backgrounds , Highways , and Video Backgrounds . clone hero highway pack
